Joint statement of the people's Republic of China and the French Republic on artificial intelligence and global governance
At the invitation of President Emmanuel Macron of the French Republic, President Xi Jinping of the people's Republic of China paid a state visit to France from May 5 to 7, 2024. On the occasion of the 60th anniversary of the establishment of diplomatic relations between the two countries, the two heads of state reaffirmed their joint commitment to deepen the consensus reached during the President of the French Republic's visit to China from April 5 to 7, 2023, and to open up new channels of cooperation.
Convinced of the importance of sustained dialogue between the two countries in providing lasting solutions to global challenges, the two heads of state decided to strengthen the role of Sino-French relations as a driving force for global challenges to international governance. China will continue to participate at an appropriate level in the follow-up committee meeting of the New Global Finance Compact Summit in June 2023 to seriously study the Paris Compact between humanity and the Earth (4p).
To this end, on the basis of the consensus reached in the Sino-French Joint statement of April 7, 2023, the two heads of state reached the following consensus, especially on artificial intelligence.
1. Recognizing the key role of artificial intelligence in development and innovation, and taking into account a series of challenges that may be brought about by the development and use of artificial intelligence, China and France agree to promote the development and security of artificial intelligence, and to this end, it is essential to promote appropriate international governance.
2. China and France are fully aware of the profound impact of the rapid development of artificial intelligence technology, as well as the potential and real risks associated with the technology, and are committed to taking effective measures to deal with these risks and to strengthen the global governance of artificial intelligence, in order to promote the development and utilization of serving the public interest.
3. ForMegamillionsdrawinglastnightTaking full advantage of the opportunities brought about by artificial intelligence, China and France are committed to deepening the discussion on the international governance model of artificial intelligence. This governance should take into account the flexibility required by the continuous and rapid development of technology, while providing the necessary protection for personal data, the rights of AI users and the rights of users whose works are used by AI.
4. China and France are fully committed to promoting safe, reliable and credible artificial intelligence systems, adhere to the purpose of "AI for good", and tap the potential and reduce the risks of artificial intelligence through comprehensive and inclusive dialogue. The two sides will also build on work at the United Nations level to strengthen international cooperation in artificial intelligence governance and interoperability among artificial intelligence governance frameworks and initiatives, for example, work carried out within the United Nations Secretary-General's High-level Advisory body on artificial Intelligence or on the basis of the UNESCO recommendation on the Ethics of artificial Intelligence.
5. China and France recognize that the opportunities, risks and challenges of artificial intelligence are global in nature. The two sides stressed that in the context of rapid technological development, it is of great significance to strengthen international cooperation in order to ensure international security and stability and respect for sovereignty and fundamental rights.
6. China and France welcome the efforts made by the international community to achieve the development and security of artificial intelligence applications, including the Bletchley Declaration signed on November 1, 2023. China is willing to participate in the artificial intelligence summit to be held in France in 2025 and its preparations. China invites France to participate in the World artificial Intelligence Conference and High-level Conference on artificial Intelligence Global Governance to be held in 2024.
7. These efforts complement and strengthen the framework for responsible national behaviour in the use of ICT, which is developed in a gradual and cumulative manner and agreed at the United Nations level. China and France agreed that countries, especially developing countries, should be helped to strengthen their network capacity to deal with various cyber threats, including those related to the development of artificial intelligence.
8. China and France stressed that artificial intelligence must serve the public interest, and that the development and use of artificial intelligence by various countries must comply with the purposes and principles of the Charter of the United Nations. The two sides stressed the strengthening of international cooperation to bridge the digital divide and improve the artificial intelligence capabilities of developing countries. Both sides recognize that artificial intelligence must be actively developed in order to achieve the goal of sustainable development. These uses should include sustainable development, climate and biodiversity conservation, agricultural production, education and health for all.
9. Considering that the rapid development of artificial intelligence technology makes it difficult to respect and protect cultural and linguistic diversity, China and France advocate that artificial intelligence must provide inclusive access for all, providing accessible, visible and discoverable content online, respect for multilingual and cultural diversity, including within multilateral frameworks.
10. The wide application of artificial intelligence will inevitably bring far-reaching changes to the work. Faced with this challenge, China and France are thinking critically about the impact of artificial intelligence on future work, with a view to seizing the full potential of this technological breakthrough and preventing the risks it poses to jobs and workers.
